9mm seating depth variations

The variation is almost always among the individual projectiles, as where the diameter that the seat stem contacts can be higher or lower from one bullet to the next. I have personally measured as much as .026" variation among one box of 100 projectiles. Round Nose bullets typically exhibit the widest variation. The variation you are seeing is normal and typical.
