Cannot get Powder Dispenser to adjust Down to 2.4 grains!!!

I recently purchased a .380 conversion kit for my XL650 reloader. For some reason, when I attempt to reduce the amount of powder dispensed to 2.4 grains the powder dispenser does not work properly but gets hung up and will not move. Am I doing something wrong or is dispensing 2.4 grains not within the ability of the powder dispenser? Thanks.

you need the XS powder bar for a charge this small. #20780
