If the sticking occurs without brass on the shellplate, then most likely the bottom of the index lever needs to be greased.

I took out my powder funnel and put it to a buffing wheel--seemed to help. I also do a 'controlled' raising of the lever arm--I do it slow and steady while holding on the the ball so it doesn't move too fast

Pay close attention to which way you install the wave bearing as they will fit most any way in the press but will only allow the press to work properly one way.
