Decapping issue

Double check that the decapping pin is not split or flared out at the end.
Try rounding the end of the decapping pin with a fine file and polish the pin with 1600/2000 grit sand paper, then place a drop of Hornaday One Shot dry lube on the pin.Might want to try a replacement pin.
Dillons resizing die has a spring loaded decapping setup. This greatly reduces the number of primers that can stick to the decapping pin (pops it off the pin on exect from the shell case). You might want to pick up a Dillon resizing die.
I expect the problem is not 'partly decaps' but fully decap and returns partly back into the case as the case is removed from the die. IE: The primer sticks to the decap pin and gets pulled back into the case.
Double check that the decapping pin is not split or flared out at the end.
