Delayed Powder dropping

basically finished setting up my new SL900 and made a number of test builds starting at station 2 with fired hulls and fired primers still in place. The one issue I am having is I find powder scattered all around the shell plate but mostly near station 2. I have pretty much determined that the powder is coming out of powder measure after the hull comes down. This suggests that some powder is not dropping into the hull but drops down after the hull exits downwards. It was really bad at first so I tried raising the powder measure some. I went beyond where I  got full bell-crank travel and then came back to just barely getting full travel. This was still a bit higher than the  factory setting. Raising the powder measure seemed to reduce but not eliminate the late powder drop. I did my usual, exhaustive Google searching and there are other threads about Dillon powder leakage but most relate to metallic machines. One SL900 thread talked about making a mod to the powder bar or housing that involved filing a bevel on an edge. I wasn't able to clearly determine what edge was being talked about and I haven't made any changes other than raising the measure. I am using 700x which is flat flake type powder.

Are there any tips or ideas that would eliminate this delayed powder dropping?

Cut a 1" wide strip from a dryer anti-static sheet, wrap it around a bore brush, and wipe out the interior of the powder funnel several times. This should eliminate any static. Next, be sure the powder bar goes full travel before the handle is bottomed out. the case mouth should make complete contact with the tapered expander portion of the funnel. Finally, push forward on the handle and hold it there. While the handle is held forward, tighten the blue wing nut on the failsafe return rod until the coiled spring above it is partially compressed. You should still have at least .010" gap between the coils afterwards.
