Duplicate Order/Charge

I called Dillon to request cancellation of the original order, but had to disconnect after 35 minutes. I didn't realize at the time that even the phone system is so backed-up. I called back and spoke with the switchboard operator, and was told about the call delay. He took my cancellation request and said I wouldn't receive a reply, nor see anything online saying my order was cancelled, but that the information would be relayed to customer service, and the order would be cancelled.
About a month later, I received a shipment email and tracking number from FedEx. Excited, I tracked the shipment from Arizona to my house in California. When the package finally came, it contained part of my original order, the Aluminum Handle and the Strong Mount.
I tried to call Dillon again and waited about 55 minutes on the phone before I had to return to work. I then sent an email via "Contact Us," and received an automated reply stating Dillon was two weeks behind answering emails.
I am trying to find out where I can send the received, incorrect equipment, receive credit, and ensure I will not be debited for the remaining $600+.
I am not in a tremendous hurry, as I know this will only cause me unnecessary anxiety and will not increase my shipment time.
Where do I go from here? How do I actually talk to someone other than the switchboard operator and the automated hold voice (or myself while I'm waiting)?
