Index Ring sticking

Several times I stop, remove the shellplate and make sure everything is clean and nothing is ever in there and the index ring moves fine. I assemble it all back together and after about 50-100 rnds it starts sticking again......got any ideas?

Over timethe burrs got bad enough to start getting hung up on the shellplate. I had a spare I put in and it is working fine now. I will clean up the burrs on the old one and keep it as a spare.
