Max speed of variable speed case feeder is 25% of rated max

I bought a roll sizer about three years ago.  I also bought a dillon variable speed case feeder to go with it.  That first case feeder didn't work after a few months, so I ordered a second variable speed case feeder from Dillon while they sent me a replacement motor for the first one.

The circuit board went south on the case feeder that we have been using as primary, so it's on the shelf until we can figure out how to fix it.

I installed the second variable speed case feeder which had been sitting on the shelf for the past year and a half or two years.  However, it only runs, with no shell plate, at just over two ROM, while the manual says that max speed is 8 RPM.

I'll probably strip down the motor and clean all the gears and relube it and then test it again.

I am wondering if anyone has encountered this and managed to find a fix?  As I write this, I'm thinking I should check the voltage going to the motor as the speed control is changed.  May end up using a variable voltage source external to Triad case feeder power source.
