neck too loose 223

This is really frustrating as I have more ammo to take apart than finished at this point. To top it all off the decapper pin bent around like a pigs tail this morning and broke off when I tried to straighten it. I pulled another one from another set of dies for now....also .220 ball.
What should the expander ball size be? Should I grind it to say .210 - .215? I tried pressing a bullet in at .210 and it seemed fine
after just sizing the necks are about .210.....expander ball makes them approx .220, but the bullet can't be pushed in by hand so the end of the neck seems Ok. It's just after the bullet is pressed in and starts rotating to the crimp stage it falls into to case as if the neck is not straight and smaller at the mouth than down farther.
