New brass sticking

New .45acp brass causing handle to really stick hard on the upstroke. It's the powder/bell die that sticks.

Do I need to tumble new brass to prevent this?

Tumbling will help this to some extent, but still wipe off the end of the powder funnel every 25-35 cases or so to prevent brass buildup on the expander end of the funnel.
If you wet-tumble, use car wash with wax in it. If you dry tumble, run the cases for about 2 hours.
