New Powder measure

Dillon pointed out a new style return rod, #16813 is needed.
Dillon needs to respond to converting an old system to new.
Safety feature added so that power bar does not fully return until the handle is almost all the way returned. The 'slotted bell crank' has a two stage index. Best to look at the manual and see the blown up picture of the power system, page 4. There are several parts to support this improvement, but that comes with the powder measure.
