New vs Old Bell Crank

I have setups for different calibers, some of which were used when I got them.  Some have the old style (one piece) bell crank and others are the newer two-piece style.  I have two questions:

1.  What is the (functional) difference between these two styles, and prompted the change.

2.  One of the newer bell cranks does not have the long spring that goes around the support for the powder hopper and the upright pin on the back of the powder bar, I presume to assist in recovery of the powder bar to the original position.  I do not see that spring (nor the upright pin) in schematic of the 550B, but the upright pin is still pictured (and is present on all of my equipment).  Is the spring still used  on the new bell cranks or is it now obsolete?

The spring is no longer part of the new style.  The two step return helps prevent double charges.  You can upgrade the old style to new if you want, so all your measures work the same. 

I just received a new powder measurer for my 550 and it is as described here.  The other powder measurers I have are the old style which after using both styles I greatly prefer.  Is the old style still available?
