Out of neutral

Good day everyone,
I picked up a new to me Dillon 650 xl... honestly its in very good shape and I added about 200.oo in parts to put it into service. I own 2 - 650s..... The problem I am having is the neutral position of the handle when its at rest, the plenum is lower than it should be when the loader is at rest. The manual primer wheel will not work its locked up until I pull forward on the handle a little bit then I can advance the primer wheel manually. I have looked all over to find out how to adjust this and cant find a thing. maybe my terminology is wrong. I'm at a loss.

There's a spring on the primer punch that is supposed to push it back into that neutral position. It contacts the13488 "Punch Support Bracket." If the bracket was removed, for instance to install a "Swage-It," (which incidentally is an unapproved modification that voids your warranty) the spring will have nothing to push against. See page 48 of the manual.
