Found the best solution for shell plate jumping when indexing.
Insert a nylon washer between the plate and the bolt. It allows for a smoother friction than metal on metal. The washer is Ace Hardware 58054-H nylon washer. It's a 3/4" x 0.504" washer if you don't have an Ace nearby.
