new square deal in 40 s&w when loading every few loads the powder is different am I doing something wrong , loading 5.9 gr and sometimes it loads 4.2 gr

Be sure the case mouth is being flared at least .010" larger than a sized, unflared case mouth. It sounds like the powder bar is not going all the way over, causing powder drop irregularities.
