I think the easiest way to empty it is to prepare your powder canister by first opening it and putting a funnel in place to minimize spillage, then remove the two pins on the tool head and the clip holding the rod in place, then removing the rod. This takes only a few seconds and allows you to remove the tool head assembly with powder measure attached. Invert the powder measure slowly and shake it a bit to empty the powder. Ouila!
