Powder bar adjustment screw

HI... Is it normal to be able to turn the powder bar adjustment screw by hand with very little effort.? There is 1 flat washer and 1 wave washer installed between the screw and powder bar. This was installed when the machine was in for warranty work.

Most users can turn the adjusting bolt with their fingers. Be sure the flat washer is against the end of the powder bar, and the bowed washer is between the flat washer and the head of the adjusting bolt.
