Powder Bar Assembly

I pull the Crank Handle all the way down and test the powder. I'd used HS-6. The grain was 6.0.
I've read Dillon said the small bar range 2.5 -15grains. How come it can only flow about 6.0??
Anything wrong with my adjustment?? Or the Extra Small Bar has to be used??
Please advise.

When I pull my handle down, the powder bar will move all the way. When the powder bar moved all the way, my handle is just a little bit almost to the bottom.
Do I have to set it exactly so that the powder bar will move all the way at the same time when the handle is at the bottom???
I'm just a little off??Is that OK??

I am having a problem of not being able to get 2.7 gr of bullseye powder metered out. I have reached the 2.7 gr and then on the next stroke empty case it sometimes meters 3.7 gr etc, etc. I dismantled the bar and thoroughly cleaned it and reinstalled and the same problem now exists. I cannot identify the cause of this. Your help would be appreciated. Thank you.
