Powder bar moving with no case. Please help.

If I dont throw the charge back in the hopper after this it causes me an over charge by as much as 2 full grains sometimes, if I'm running em through keeping the shell plate full and charging a case every handle pull the charges are perfect and stay the consistency promised. I have tried everything I can think of and have run out of ideas. If anyone has had this problem or knows what to do please let me know. Thanks alot guys
