Powder being thrown from cases

I am reloading 9mm, mixed brass. I have recently developed a problem on the upstroke of the press. I will pull the arm down, everything is fine, and on the upstroke right at the first movement of the head upwards I get a loud "ting" and the station after the powder drop/bell station throws about half of the powder out of the shell.
I figured it was just my press was dirty so i tore it all down, cleaned/greased/adjusted everything. After I got it back together everything was OK for maybe 10 rounds and "ting" powder everywhere again. This issue only happens intermittently which is making it even harder to track down.
Here is what I have checked so far:
- Primer punch is not snapped in half
- Swage rod is not snapped in half
- Shell plate is solid and has no play in it
- Shell plate advances to the next station
- I use a Pistol powder activator instead of the powder funnel (Talked with customer service today and they suggested I get one of these, but I already have it)
- Shell plate roller ball is fine and not "snapping" in to place
- Press has been greased and oiled per users manual
I am not sure where else to look, I have tried to advance the arm slowly, but I cannot find where this "ting"/"pop" is coming from.
Any ideas?
