Powder Funnel

Have you disassembled the powder measure from the powder funnel die? I suggest checking the distance the powder funnel rises when a case is raised fully. If the funnel does not rise high enough to raise the powder measure, no powder will drop.
Also check to confirm the failsafe rod is installed correctly.
Does the powder bar complete its full travel just before the handle reaches full up and full down?

Correct. The powder funnel will have a little vertical play. You can move it slightly with your finger when when the shell plate is lowered.
