powder funnel is this normal

One other thing I also noticed but may be a different issue is that when it is dispensing powder, while I have pulled the lever all the way, the dispensing powder charge bar is not all the way out and there is about .2 or .300 inches yet that it can travel but it doesnt. Does not appear to have affected powder charge consistency but I would have thought the powder bar should travel all the way out so that the bar is flush on the other end, which it is not.
