powder measure collar

I recently recieved a new collar that holds the powder measure to the die. The new one came with a plastic tube insert and the one that was original when I bought it (in 9mm) does not have it. Maybe I missed it in the instructions but is it supposed to be in for 9mm or does it matter?

It depends on the age of the powder measure. Early ones did not have the sleeve. The sleeve was added in the early 1990's.
