To remove the old tube, dump all the powder out first, and remove the lid. Hold the powder measure by the metal body, and whack the tube against the edge of your reloading bench. Usually the shock of the impact will dislodge the whole tube. If any remains glued into the measure body, soak that portion in acetone for about 15 minutes. This will soften the plastic enough that it will easily scrape out using a flast-bladed screwdriver.
Clean the ineterior of the metal ring, and apply two large drops of glue, either the aforementioned Black Max, or a quality epoxy such as JB Weld. Press the tube into position, twist it halfway around and back to spread the glue, and secure the tube with a wrap of painters tape. Allow the glue to cure overnight.
