Powder not dropping

Am I supposed to have some sort of white plastic bushing in the powder die (#13865)? If so neither of my caliber sets came back with it.

Ok so pushing the black, powder bar in all the way until it's flush with the other bar (above it?), moves the entire apparatus upwards (albeit with significant resistance) and powder drops. Adjusting the bolt to the left of the bar I got the exact consistent 4.0g I was looking for, but I have to make sure to push the powder bar in all the way.
During normal operations is that how it's supposed to work or does it only need to go part way in? Regardless this is the only way I've been able to get powder. Every other time, no matter how much clockwise I turned the bolt to allow more powder, 0 powder came out.

Ok so pushing the black, powder bar in all the way until it's flush with the other bar (above it?), moves the entire apparatus upwards (albeit with significant resistance) and powder drops. Adjusting the bolt to the left of the bar I got the exact consistent 4.0g I was looking for, but I have to make sure to push the powder bar in all the way.

You do not have the appropriate Powder Funnel installed and or your Fail Safe Rod is not on and adjusted correctly. It is a mechanical system so you need to have the Push and Pull Sides properly installed.
