Headspace on the 7-30 waters case is controlled primarily by the thickness of the case rim, and in a T/C barrel, secondarily by how far the size die pushes the shoulder back. What is the catual problem you are encountering, the action not closing on a loaded cartridge, or the primer failing to ignite from the hammer fall? If the latter, does the primer ignite on a second strike? If yes, this indicates the primer is not seated deep enough initially, and the first hammer strike is finishing the primer seating so the second strike can ignite it.

I dont have a problem ,I just noticed that after cleaning my cases real good , that my primers were seating deeper in the case. and I wasnt sure what did this and when I compared them to new shell the primers were seat deeper.
