Primer feed disc not indexing far enough.

Off the press everything seems in working order. What I put it on the press it indexes half way and gets jammed up. I played with it a while, tightening the bolts, leaving them loose... no change.

Is the primer ram (with no pressure on it) supposed to be sticking up this high? I'm thinking not, and the primers obviously are hanging up on it? If it is right, I'm not sure how the primers are supposed to get up on it?I pulled it out and don't anything that looks out of the ordinary.
