primer stuck in seating cup

No, the primer cup will not come up through the shell plate without a case in the holder. In fact, I can look in the hole and see the primer cup hangs up at the bottom of the shell plate. Shouldn't I be able to adjust the primer bar so that it does come through the shell plate?
