Primers won't seat

One Dillion tech said it was bad brass, but the Winchester primers won't seat in new Winchester brass either. I just switched calibers from .45 Long Colt to .38 Special, but I have a dedicated .38 Special priming system, and I changed the shell plates to #2.
What is out of adjustment?

For a few strokes this seemed to be an intermittent problem, but now it is consistent that the primers don't seat. I tried three pieces of new Winchester brass and no Winchester primer went into the brass so it is definitely not a "cheap brass" problem with the primer pocket.
