SD Dropping powder with no brass

Hello-
My SD is dropping powder when there is no brass at that station. I have the older setup and am not sure if I am missing something? Thanks

I see I can get a new powder measure for $76.

Does Dillon sale a kit to upgrade my old powder measure to the new mechanism?

The rod should not move up when you pull the machine handle down, if no case is under the powder measure. Can you post a pic of the bottom of the rod, around the failsafe return bracket?

To upgrade this powder measure all you need is the new style lock-link bellcrank, #97034 $18.50

The only way this is possible is if you have the powder measure failsafe nut (13799) is above the return bracket, thus making the powder measure mechanical and not casing activated.

You could buy a new powder measure with the new style failsafe, but there should not be a reason to do so.
