SD powder drop & wave bearing help

On the powder measure, It sounds like the return rod is not attached correctly. remove the rod, then cycle the handle. The powder funnel will contact the top of the shellplate, but not enough to drop a powder charge. All the return rod does is if the powder bar gets so dirty that it wants to bind up, then the return rod yanks it back, preventing you from loading ammo without powder in it. Under normal circumstances, the springs return the powder bar before the return rod will.
