shell plate hanging up on primer cup/punch

It sounds like you are attempting to rotate the shellplate with a primer in the cup. The anvil extends up enough that it catches the bottom edge of the shellplate. The machine is intended to have the shellplate rotated with no primer in the cup, as is done when loading progressively on the machine.
If no primer is in the cup, the cup itself cannot protrude far enough to drag on the plate.

I recently experienced the same problem that you have described and was able to successfully resolve it.
I had over-tightened the blue wingnut at the end of the fail-safe rod. This put excess tension on the spring and caused it to recoil (oscillate) too vigorously when I let pressure off the handle after seating a primer. The excess recoil jostled the primer and left it "cocked-up" slightly sideways in the primer cup. This exposed a primer anvil, which dragged on the shellplate and prevented its rotation.
