Sounds like the set screw on the shell plate bolt is loose. As the plate turns it will lock down the bolt if the set screw is not holding the bolt tight. With the shell plate raised you should see a hole in the ram under station 2 &3. When the shell plate is set right it should not have much movement when you press down on it between station 2 and 3.
