Shell plate not moving

Just for sake of clarity, the shellplate indexes when the handle is being returned to the "up" position, not as the handle is pulled down...
Having said that, I would suspect the return spring on the indexer ring may have broken or detached itself. If you cycle the handle with the shellplate removed - do you see the indexer pawl moving back and forth, or is it stuck in one spot?
