Shellplate platform shellplate bolt tightens

I'm running into an issue where the shellplate bolt tightens up after just a few turns of the index sprocket to the point that I can't index anymore and have to loosen the bolt with an allen wrench. I've taken the assembly apart and haven't found anything readily amiss. Loosening the bolt too far causes problems with primer seating. Any ideas?

There is a brass-tipped setscrew that threads into the left side of the shaft about one inch from the top the the shaft.After you adjust the shellplate bolt, snug this set screw to prevent the shellplate bolt from tightening.
