Sizing die requires multiple passes

I have an RL550B and reload 223. I've found that I usually can't successfully resize a case with a single pull of the lever. I use a size/decap die in station 1 as usual...the first pull gets the headspace close, but if I pull again (without making any adjustment), the case shoulder gets pushed even lower.

So, my choices seem be 1) Adjust the die lower to resize in only one pass, or 2) resize twice. However, if I lower the die, inconsistencies in brass will result in some cases being too short with too much headspace. If I use multiple passes, I'm working the brass too much.

Does this sound normal in any way?

Adjust the size die so that the first stroke resizes to minimum headspace. No reason for any variation. Be sure to set the die with the lock ring loose, then tighten the die lock ring with the case up in the die, so the toolhead is fully loaded upward.
