small/large powder measure bar?

I have a 550b and am trying to drop 13 grains of powder. I read that the small bar will go to 20 grains but when I adjust it, I can only get it to go to about a little over 12 grains. I've pulled it off and tried another small bar and tried the large bar. No luck. Any Ideas?

It depends greatly on which powder you are using. For bulkier powders you need to use the large powder bar.
