Square Deal not dropping powder

I just uncovered my Dillon Square Deal that I haven't used for almost two years. Worked flawlessly when I did use it, but today everything seemed to function til I noticed that it wasn't dropping any powder. Probably a simple fix, any suggestions?

First, make sure you have a case under the powder measure to push up on the floating funnel and activate the powder measure. Next, be sure the failsafe return rod is attached, and the blue wing nut is tight enough to retract the powder bar.
